CEO Martin Imbleau told Parliament that some of the steel rails themselves may have to be produced in other countries.
That's not a benefit for the Canadian economy !
He said (Feb 2026):

"For two-thirds of the steel we will need, we are not concerned about a shortage of locally produced steel or that it will not be competitive. As for the rails themselves, Canada does not currently manufacture them. We are looking at ways to incentivize the industry to see if it would be possible to manufacture them or if we could at least use Canadian steel, but it is simply too early to commit at this stage."
This means that possibly a few billion dollars of taxpayers' money may go to workers and companies in other countries where the rails can be built.
